
Building an AI University
From Infrastructure Gift to Systemic Transformation Abstract The University of Florida received an $85 million, multiparty investment to build HiPerGator AI, a leading AI supercomputer in higher education. University leaders viewed the system as a catalyst—but worried it could become “symbolic technology adoption” without broader institutional change. UF responded with a seven-component model that paired infrastructure with curriculum, research enablement, centralized coordination, governance, and workforce programming. A university-wide “AI Across the Curriculum” initiative was embedded through accreditation processes and supported by the AI² Center. The governance approach balanced provost-level direction with distributed implementation across sixteen autonomous colleges. By 2025, UF scaled to 230 AI-designated courses and 14,000 annual enrollments while expanding research capacity and statewide access to computing resources. The case ends with open questions about leadership succession, infrastructure refresh funding, and whether UF’s model can be replicated elsewhere.
